The Mountain Research Centre CIMO will develop,from 2015 to 2020, the following strategic programme focused on mountain areas with a team of 45 integrated PhD, 3 non-PhD, and 33 collaborator 31 PhD researchers and around 50 MSc and 18 PhD students per year, from IPB and IPVC host institutions. The internal organization of the team will be kept based on the three research groups established in 2007: MLES, MFS, and FST. The five thematic strands proposed in this programme will have the participation of researchers from the three groups and will be coordinated by leading researchers that, together with the Management Board, will constitute a new CIMO advisory board.
With this strategic programme CIMO intends to become a leading research centre in Portugal in the domain of Natural and Environmental Sciences and a leading research centre in mountain systems in the Mediterranean biogeographical region in 2015-2020.
To achieve this goal the following major objectives were established: i to make CIMO a national and international leading research centre in sustainable management of olive tree orchards and sweet chestnut agroforestry systems, sustainable management of mountain semi-natural ecosystems, conservation of mountain natural resources, and development of innovative, healthy and safe mountain products, ii to make CIMO a reference institution in the study of the effects of change on mountain systems resilience and sustainability, and iii to make CIMO a reference in innovation in sustainability and resilience, ecosystem services, energy and resource use efficiency, diversity, and quality of food and other mountain products.
The strategy of CIMO to reach the foreseen vision and objectives includes the following components:
i Focusing research and enhancing transdisciplinarity: focusing research in five thematic strands aiming at directing research in well defined subjects of excellence at CIMO, responding to societal chalenges, increasing efficiency, and improving transdiciplinarity: 1- Chestnut orchards and forests, 2- Olive groves, 3- Sustainability of production systems, 4- Environmental quality and conservation of natural resources, and 5- Innovative, healthy and safe mountain products;
ii Expanding CIMO geographic arena: increasing the contribution of CIMO to science, nationally and internationally, through cooperation and education;
iii Expanding and improving research capabilities: expanding and improving facilities, human resources and funding, including new laboratories, new researchers, and increased funding, mainly from international institutions and contracts with industry;
iv Transferring knowledge and disseminating science: increasing and improving efficiency of knowledge transfer to final users, to support real world problem solving and decision making, and science dissemination in the scientific community, to promote advancement of science;
v Improving organization and management: improving organization of CIMO to increase efficiency and to accommodate changes proposed in this plan.
The implementation of these components includes a great diversity of actions that are integrated in a coherent plan designed to reach the objectives of the Centre until 2020, and presented in full detail in this Programme. First major action is the establishment of the aforementioned strands, targeting specific value chains in agroforestry, agriculture, forests and other systems, natural resources, and the development of new mountain products. Other actions include the contract of researchers to develop transdisciplinary in the strands, the establishment of an Iberian Mountain Research Network, agreements and collaborative work with education and research institutions in Europe, Americas, and Africa, conclusion of LABinCIMO, establishment of permanent experimental trials/watershed, recruitment of a science dissemination technician, and organization of a World Mountain Conference, among other.
This Strategic Programme creates multiple and highly valuable opportunities for advanced training, which will increase attractiveness to international PhD students and Post-Doc researchers. The participation of CIMO in organisations, networks, technological platforms and international projects and the improved facilities will facilitate these processes.
Knowledge transfer will be directed to final users of information and technology in the agriculture, forest, and products sectors, and to the dissemination of science in the scientific community. CIMO will invest in the creation of a professional structure strongly enhancing the role of the Centre as a driver of development in the region, in Portugal, and abroad. This strategy also includes the organization and participation in technical and scientific events, scientific and technical publications, data and information sharing, collaborative research, and registration of patents.
Although CIMO has already been very active in the international scene, with this plan CIMO expects the number and relevance of participations at the international level to increase in the near future. One relevant contribution at the international level is the creation of an Iberian network of mountain research centres that CIMO is promoting with IPE/CSIC and EEZ/CSIC.
To achieve the goals and objectives of this programme, CIMO proposes a 1.73 million Euro budget for the 2015-2020 period. This is based on the fundamental requirements for the implementation of CIMO strategic plan and for granting continuity in long term scientific work. This budget is mainly comprised of human resources to support transdisciplinary research in the 5 strands, laboratory equipment for the new LABinCIMO facilities, and field equipment for field trials and watershed.
This Programme will contribute to the development of a green economy in mountain areas through the development of knowledge in energy and nutrient use efficiency, carbon balance, pollution, biodiversity, and ecosystem services.
O centro de Investigação de Montanha CIMO desenvolverá, entre 2015 e 2020, o programa estratégico dirigido a áreas de montanha descrito neste documento, suportado por uma equipa de 45 Doutores integrados, 3 membros não Doutorados, 33 colaboradores 31 Doutores e cerca de 50 estudantes de mestrado e 18 de doutoramento por ano, distribuída pelas duas instituições de acolhimento: IPB e IPVC. A organização interna manter-se-á baseada nos três grupos de investigação estabelecidos em 2007: MLES, MFS e FST. As cinco linhas temáticas propostas neste Programa terão a participação de investigadores dos três grupos e serão coordenadas por investigadores líderes os quais, conjuntamente com a Comissão Diretiva, constituirão um novo órgão consultivo do CIMO.
Com este Programa Estratégico o CIMO pretende tornar-se em 2015-2020 um centro de investigação líder em Portugal no domínio das Ciências Naturais e Ambientais e líder na região biogeográfica Mediterrânica em sistemas de montanha. Para tal ser possível, foram estabelecidos como objetivos: i tornar o CIMO uma instituição líder, nacional e internacionalmente, em gestão sustentável do olival e sistemas dominados por castanheiro, gestão sustentável de ecossistemas semi-naturais de montanha, conservação de recursos naturais e desenvolvimento de produtos de montanha inovadores, saudáveis e seguros, ii tornar o CIMO uma instituição de referência no estudo dos efeitos de alterações na sustentabilidade e resiliência dos sistemas de montanha e iii tornar o CIMO uma referência em inovação em sustentabilidade, resiliência, serviços de ecossistema, eficiência energética e do uso de recursos, diversidade e qualidade de produtos de montanha.
Para alcançar a visão e objetivos propostos foi definida uma estratégia para:
i Focalizar investigação e elevar transdisciplinaridade: focalizar a investigação em cinco linhas temáticas com o intuito de dirigir a investigação para tópicos bem definidos e de excelência no CIMO, responder aos desafios societais, aumentar eficiência e elevar transdisciplinaridade: 1- Soutos e florestas de castanheiro, 2-Olivais, 3-Sustentabilidade de sistemas de produção, 4-Qualidade ambiental e conservação de recursos naturais e 5-Produtos de montanha inovadores, saudáveis e seguros;
ii Expandir o âmbito geográfico do CIMO: aumentar a contribuição do CIMO para a ciência, nacional e internacional, através de cooperação e educação;
iii Expandir e melhorar capacidades de investigação: expandir e melhorar instalações, recursos humanos e financeiros, incluindo novos laboratórios, novos investigadores e aumento do financiamento de instituições internacionais e indústria;
iv Transferir conhecimento e disseminar a ciência: aumentar e melhorar a eficiência da transferência de conhecimento para utilizadores finais, para resolução de problemas e processos de tomada de decisão, e disseminação da ciência junto da comunidade científica, para avanço da ciência;
v Melhorar a organização e a gestão: melhorar a organização do CIMO para aumentar a eficiência e incorporar as alterações propostas neste programa.
A implementação dos componentes anteriores inclui uma grande diversidade de ações apresentados em detalhe neste Programa, integradas num plano coerente e desenhado para alcançar os objetivos do Centro até 2020. A primeira grande ação consiste no estabelecimento de linhas temáticas dirigidas a fileiras agroflorestais, agrícolas, florestais e outras, recursos naturais e desenvolvimento de novos produtos de montanha. Outras ações incluem a contratação de investigadores para desenvolvimento de transdisciplinaridade, o estabelecimento de uma Rede Ibérica de Investigação de Montanha, acordos e trabalho colaborativo com instituições de ensino e investigação na Europa, Américas e África, conclusão do LABinCIMO, estabelecimento de áreas/bacia de monitorização de longo termo, recrutamento de um técnico em disseminação de ciência e organização de um congresso mundial de montanhas, entre outros.
Este Programa Estratégico cria múltiplas e valiosas oportunidades de formação avançada atraindo estudantes de Doutoramento e Post-Docs internacionais, facilitadas pela participação do CIMO em organizações, redes, plataformas tecnológicas e projetos internacionais e por novas instalações.
A transferência de conhecimento será dirigida a utilizadores finais de informação e tecnologia nos setores agrícola, florestal e de produtos, e à comunidade científica. O CIMO investirá na criação de uma estrutura profissional que permita melhorar o papel do Centro como promotor de desenvolvimento na região, em Portugal e noutras regiões de montanha. Esta estratégia inclui ainda a organização e participação em eventos técnicos e científicos, publicações técnicas e científicas, partilha de dados e informação, investigação colaborativa e registo de patentes.
Apesar de o CIMO ser muito ativo internacionalmente, com este plano espera-se que aumentem o número e a relevância de participações a nível internacional no curto prazo. Uma contribuição relevante neste âmbito é a criação de uma Rede Ibérica de Investigação de Montanha que o CIMO promove com o IPE/CSIC e EEZ/CSIC de Espanha.
Para atingir os objetivos e metas deste programa, o CIMO propõe um orçamento de 1,73 milhões € para 2015-2020, baseado nos requisitos fundamentais para a implementação do Programa e para garantir a continuidade de investigação a longo termo. O orçamento é sobretudo composto de recursos humanos para suportar investigação transdisciplinar em cinco linhas, equipamento para o LABinCIMO e equipamento de campo para as parcelas e bacia de estudo.
Este Programa Estratégico contribuirá para o desenvolvimento de uma economia verde em áreas de montanha através do desenvolvimento de conhecimento em eficiência energética e no uso de nutrientes, balanços de carbono, poluição, biodiversidade e serviços de ecossistema.
