abstract
O estudo do impacto do processo de planeamento estratégico na eficácia organizacional das instituições portuguesas com ensino superior agrário é o tema central desta comunicação. Para a realização do estudo foi enviado um inquérito por correio electrónico a todos os gestores de topo. O inquérito permitiu recolher informação acerca da forma como se processa o planeamento estratégico e acerca dos indicadores que permitem avaliar os três domínios de eficácia organizacional. A regressão logística binária (modelo logit) revelou a existência de uma relação de causa e efeito entre algumas das variáveis independentes (fases do processo de planeamento estratégico) e a variável dependente (eficácia organizacional). Trata-se da definição de objectivos; da análise externa; do padrão de referência subjacente à selecção das alternativas estratégicas; e, do processo de orçamentação. Apesar de explicar a eficácia organizacional numa percentagem elevada (60,4%), este modelo surge amputado face ao modelo teórico proposto. Este facto é denunciador da falta de planeamento estratégico nas instituições portuguesas com ensino superior agrário.
The study of the strategic planning impact in the organizational effectiveness of the Portuguese institutions with agriculture higher education is the central theme of this paper. It was developed a questionnaire that was sent by e-mail to all top managers. The questionnaire contained questions about the strategic planning process and organizational effectiveness domains. The logistic binary regression (logit model) revealed the existence of a cause and effect relation between some of the independent variables (strategic planning phases) and the dependent variable (organizational effectiveness). They are the objectives definition; the external analysis; the reference pattern underlying strategic alternatives selection; and, the budgeting process. The estimated model explains organizational effectiveness in a high percentage (60,4%) but, when compared with the theoretical model proposed, the model is reduced. This fact shows the lack of strategic planning in the Portuguese institutions with agriculture higher education.
