O tema deste estudo é a prestação de serviços urbanos de manutenção de infraestruturas
nos municípios portugueses e brasileiros. O nível de prestação destes serviços
influencia a qualidade de vida e o desenvolvimento econômico e está diretamente relacionado
com a capacidade das estruturas institucionais em encontrar os mecanismos
de governação mais adequados, considerando a teoria dos custos de transação. Com a
redução de recursos e o aumento da demanda, grandes cidades como Curitiba necessitam
de instrumentos eficientes de prestação de serviços urbanos para melhorar o nível
de atendimento à população. Não foram encontradas para a realidade brasileira, de
forma sintética e organizada, as formas de prestação dos serviços desta natureza nem
quais são os motivos que determinam os processos de decisões das administrações municipais.
No entanto, Portugal tem desenvolvido estudos nesta área que podem servir
de base para comparação com a realidade brasileira. Este trabalho tem como objetivo
propor melhorias na prestação de serviços urbanos de manutenção de infraestruturas
para a cidade de Curitiba-PR, com base nos mecanismos de governação dos municípios
de grande porte portugueses e brasileiros. O estudo será desenvolvido com uma
abordagem quantitativa e tratamento estatístico, onde serão obtidos dados através de
inquérito por questionário enviados aos municípios selecionados e recolha de informações
nos portais oficiais dos municípios. Também será realizada uma abordagem qualitativa
para o caso de Curitiba, onde o estudo será aprofundado na direção de conhecer
a situação atual da cidade nesta área e propor alterações que possam refletir em maior
eficiência nos serviços prestados.
The theme of this study is the provision of urban infrastructure maintenance services
in Portuguese and Brazilian municipalities. The services delivery level influences
the quality of life and the economic development and is directly related to the capacity
of institutional structures to find the most appropriate governance mechanisms employed,
considering the theory of transaction costs. With the reduction of resources
and the increased demand, large cities such as Curitiba need efficient urban service delivery
instruments to raise the level of demand fulfillment. This kind of service provision
was not found for the Brazilian reality, in a synthetic and organized way, nor did we
identify the reasons that condition the decision-making processes of municipal administrations.
However, Portugal has developed studies in this area that can be used as
a basis for comparison with the Brazilian reality. The objective of this study is to propose
improvements in the provision of urban infrastructure maintenance services for
Curitiba-PR, based on the governance mechanisms of large municipalities from Portugal
and Brazil. The study will be developed with a quantitative approach and statistical
processing, where data will be obtained through questionnaire survey sent to selected
municipalities and information will be collected on the official portals of Municipalities.
A qualitative approach will also be taken to the case of Curitiba where the study will be
deepened in order to acknowledge the current situation of the city in this area and propose
changes that may reflect in greater efficiency in the services provided.
